Stephen J. Karol
President
Stephen J. Karol founded The Karol Group, Inc. in 1996, after serving for sixteen years (1979-1995) as a member of the Massachusetts House of Representatives. He served for ten years (1985-1995) as Chairman of the Legislature’s Joint Committee on Transportation and is widely recognized for his expertise in transportation policy and finance. During his tenure as Chairman, he was the principal legislative author of more than $20 billion in state bond authorizations to fund projects and developments to improve highway, transit, aviation and marine facilities and infrastructure in Massachusetts. Also active in legislative affairs relating to tourism and trade policy, Steve was the author and chief sponsor of the Massachusetts Tourism Fund Act, which provides financial resources for state and regional tourism marketing programs. He also served as a national officer of the Council of State Governments (CSG), the nation’s oldest state service organization representing elected and appointed officials from all branches of state government. From 1992-1993 Steve was the Chairman of CSG’s Eastern Region, comprising the ten northeastern states from Maine to Delaware and the Eastern Canadian provinces, as well as Puerto Rico and the US Virgin Islands. Steve’s extensive contacts with state leaders and policymakers throughout the country enable The Karol Group, Inc. to offer its clients a full range of services, from lobbying to government sales to regulatory affairs, on a multi-state basis.
W. Paul White, Esq.

W. Paul White joined The Karol Group, Inc. in 2001 after serving as the Associate Vice President for State and Community Relations at Boston College since 1997. Prior to his appointment at BC, Paul served for 25 years in the Massachusetts Legislature as both a Senator and Representative. During his tenure on Beacon Hill he served as House Majority Leader, Senate Assistant Majority Whip, Chairman of the Joint Committee on Banks and Banking and Chairman of the Joint Committee on Criminal Justice. For eighteen years Paul was a partner in the Boston law firm of White, Salembene & Madek where he specialized in real estate practice. His expertise in finance and real estate, coupled with strong negotiating skills, has earned him an outstanding reputation in the community development arena in Massachusetts and throughout the Northeast. In addition, Paul has served as both National and Eastern Regional Chairman of the Council of State Governments (CSG). He remains active today as a member of the CSG Eastern Regional Conference (CSG/ERC), serving as a member of its Executive Committee. A regular and active participant at national and regional CSG meetings, he also serves as a member of the 21st Century Fund Board, a CSG development/fundraising entity which promotes cutting-edge public policy research and programs for elected and appointed state officials. Paul is also involved in many community and public service endeavors. He is an appointee of the Massachusetts Supreme Judicial Court to the Board of Directors of the Committee on Public Counsel Services (CPCS) and is an active member of the Boards of Directors of the St. Mary’s Women and Infants Center and the Travelers Aid Society of Boston.
Kevin M. Grant

Kevin M. Grant joined The Karol Group, Inc. in 2001 after serving as the Research Director for the Joint Committee on Government Regulations in the Massachusetts Legislature. In that capacity, Kevin was responsible for the oversight, management and research of policy matters relative to all regulated utilities, including electricity, natural gas, telecommunications and cable television systems; legalized gambling and pari-mutuel racing; the state lottery; regulation of the sale of alcoholic beverages; and the licensing of various trades and professions. During his tenure on the committee he served as a staff author of Massachusetts’ landmark 1997 Electric Utility Restructuring Act, which established the framework to create a more efficient and reliable electricity system in the Commonwealth. In addition, he was the liaison between the Legislature and executive agencies such as the Department of Telecommunications and Energy (DTE), Division of Energy Resources (DOER) and the Division of Professional Licensure (DPL). Kevin’s extensive background in public policy and process allows The Karol Group, Inc. to offer comprehensive services to clients regarding pertinent legislative and regulatory matters.
